WiFi Calling allows access to your Cellular Cellular Carriers voice call network. Instead of calls being carried over Cellular, calls are initially carried over IP network connection (via the internet) to your carriers gateway connection.
Whether or not you will be charged for voice-calls, carried/routed via your Cellular Carrier, will ultimately be determined by your Cellular contract and tariff.
