I can sync from my iPhone to Outlook on my PC....BUT I can NOT sync from Outlook on my pc TO my iPhone

How can I start sync contacts from Outlook on my pc TO my iPhone 12 ???

I'm sure you would use iTunes to do that. See if this helps. Sync app info from your PC to devices with iTunes - Apple Support
