I am having the same issue. There is no way I have found to tag a person when the option is removed. Sometimes there is a circle icon with a question mark on the lower left corner of the picture once the more info panel is opened, but only appears if the face is perfectly clear.

When you tap on the information button this is what pops up. There is no question mark or any way to tag a person.
