If I buy an Iphone 13 from apple.com, does it come unlocked and can I use it in Brazil, I want to buy one through the website and ship it to my brother who lives in the US, then he will send me the phone, will it work?

You have to buy an unlocked device, not a carrier locked one.

The US store also will not accept a credit card that doesn't have a US billing address
