Recovering messages

How would I recover messages that got deleted off my phone and they aren’t on my iCloud???? Would I go to my service provider???

If you delete a message from your phone, it is erased. You can recover messages if they are included in a backup of your device and you do NOT use messages in iCloud. It's unlikely that your cellular provider will retain your deleted messages.
