Why is not safari browser installed on apple tv 4K ?

i've tried using the browser on my xbox one was not a pleasent experience, best you can do is airplay your iphone, ipad or mac computer to the tv using airplay and use their browser

you can try contacting apple Get Support (apple.com)

and or give them feedback Product Feedback - Apple

It is so by design. Content providers should create apps to access their content. That is how the better user experience can be provided.
