I cannot send iTunes gift via emails

Hello, today my friend wanted to buy an app from AppStore, but he did not have any credit card to buy. Then he asked me to send him 150.000VND gift, but when I clicked Buy it said "Your Purchase Could Not Be Completed, Contact iTunes Store Support to complete this transaction".
