Safari privacy report

When I open Safari on my iPhone the privacy report states "In the past seven days, Safari has prevented 0 trackers....." But once I go to any website it says a number like today is 174 and climbs during the day. Is this by design or a glitch? Thank you.

USPS iOS App Opening Tracking Numbers in Safari The subject says it all. When I downloaded the USPS Mobile app, right out of the gate I get this warning alert. Even when I tap “Cancel” and tap on the tracking number, I get the same message and it opens Safari. I would like to view the details of my tracked shipments without being redirected to the website.
