iOS storage for iOS 15.1??

since the update, why does iOS take up so much storage? Is this a bug? Will it be fixed in the near future?

iPhone 12 Pro Max, iOS 15

On newer devices, iOS can take up to around 9 GB. On my iPhone 13 Pro Max, iOS takes up 9.2 GB.
