I tried updating it to mojave but it is not one of the programs in the list when i search for it in the Appstore

El Capitan is very old and attempting to upGrade Directly to Monterey maybe the issue.
Monterey requires the drive to be formatted in the newer APFS Format. That file format was first introduced in High Sierra and subsequent newer versions of macOS.
