Whereabouts are you seeing this message show up? For example, are you seeing it while browsing the web in Safari or another browser?
If you're seeing this in Safari, then we'd recommend following the steps here: About pop-up ads and windows in Safari
If you continue to experience issues, you can also force Safari to close and relaunch it: Close an app on your iPhone or iPod touch
Lastly, you can also try clearing your history and website data. This is found in Settings > Safari > Clear History and Website Data.
