I just transferred my sim into an android phone as a work phone, however I need to turn off iMessages. I tried to send a second code and it won't let me saying that I've reached the maximum amount of attempts, when's the soonest I can try again?
I had the same problem. I called Apple Support and a human was able to help me. The Apple person said the wait ("later") is in principle a full 24 hours from the last attempt if trying to deregister from iMessage online. My number has now been successfully deregistered from iMessage by doing it over the phone.
Wait a full 24 hours after your last try to try again online. Or call Apple Support - find the number to call at Contact Apple for support and service - Apple Support

I have this question too. The error message says to try later but does not say how long to wait before trying again. I waited a day before retrying and it gave me the same error message about exceeding the number of attempts and to try again "later"

This is not about trying to sign in with Apple ID - it is about entering a phone number you want to deregister from iMessage.
You enter the phone number in a field and request for a code to be texted to you for you to enter in the next field. My mistake is that I entered my phone number twice not having realized that a code was sent to my new phone. Now I am "locked out" as each time I try to re-enter my phone number it says there were too many attempts and to try later without specifying how long to wait.
