Can I purchase a certified refurbished IPad at the Apple Store ? Or it’s only done through the app ?

Some Apple Stores and Apple Authorised Retailers may carry some refurbished models - but you would have to visit (or call) the store to find out if they have stock of the specific model that you are looking for.
Otherwise, you can purchase refurbished devices from the Apple Website or the Apple Store App.
