If you're talking about "restoring data from iCloud backup", see this article:--> Restore your iPhone, iPad, or iPod touch from a backup
If you're talking about "sync data from iCloud" (i.e. contacts, iCloud photos, calendars, notes, etc that you previously synced to your iCloud storage), just sign into iCloud using your Apple ID & Password, and your data will populate your new device.
