Why does my personal hotspot blue banner keep flashing ? And I can’t connect any devices.

Contact your carrier and ask them. If everything is okay on their side, read this support article:--> If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi + Cellular) - Apple Support.
