I would not give permission to Numbers app. Wouldn't know why a Microsoft app would want to access my contacts.
Go to: Settings -> Privacy -> Contacts. There you can see which apps have access to your contacts.
Here only WhatsApp has permission.

Because among the features of Apple’s Productivity apps is the ability to insert information about your contacts into documents that you create and edit. For example, if you were creating a letter it could insert a letterhead from your own contact, and an inside address (and envelope address) from the contact that you were writing to.
