iCloud is saying I do not have enough information to change my security questions. How do I fix this? I have logged in with my username and ID but it keeps saying I do not have enough information.

if it was Mac and you don't know answers for three respective questions , date of birth then the secondary authentication can be converted into two factor authentication .
But your profile shows using window10 and in window computers 2FA can never be signed in .
In any case if credit card details were added in the secondary authentication , then revealing the details of credit card to apple support advisors can help to access the account Contact Apple for support and service - Apple Support
