iCloud only has one set of notes for your Apple ID.

This sharing should only happen if all your phones are signed into your Apple ID.

If you want only phone A to access icloud Notes then on phones B and C turn off Notes in Settings, your name, iCloud.

They will not share them.

If you do not want Notes in iCloud then turn it off in phones A, B and C

If phones B and C are used by other people they should have their own ID not yours.
