I have an Ipad 2 tied to switch on. says disabled -connect to itunes

when I do it says respond on ipad can't do this as i can't get rid of ipad disabled notice

Take a look at this. It contains the instructions that you need to fix your iPad.

If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support
