If I set my alarm tonight for 8 am tomorrow will it go off at 8 or will it be 7 with falling back?

It will go off at 8:00. Your iPhone gets its time from your cellular provider's towers. At 2:00am, it will "fall back" just like it is supposed to and your alarm will go off at the time you set it.
