I can’t link my PayPal to apple store/iTune store in Cameroon.

I originally bought the phone in Dubai (uae) but I’ve recently moved back to Cameroon (Africa) and I’ve been trying to link my PayPal to the App Store but it keeps giving me an error message. I even changed my location to United States but it keeps giving the same error message. I don’t know what else to do! Any suggestions???!

Adding a payment method I can't add any payment method to my account. I tried to add Paypal and it keeps saying that it's not possible from the country I am in. I live in Belgium, but my bank account is in Luxembourg. I can't make any purchases. What can I do?
