I want to spend all my balance to change the region and country

I understand that you may want to change the country and for that, your credit balance must stand at Zero.

The options available to you are...

1. Add more funds and buy something useful else
2. Learn what to do if your remaining store credit is less than the cost of a single item.

No. You must contact Apple yourself. These are user-to-forums. No one here has access to your account information (and that is a good thing, BTW). Ask the Apple Rep to zero-out your balance.

Spending the Balance:

Purchase something that is of equal or greater price (including sales tax, if applicable).
