Is there a way to use the new focus feature in iOS 15 to override emergency bypass so that I could choose a focus where I used to choose do not disturb and I can leave my iPhone on and none of the contacts that I have emergency bypass on will cause my iPhone to make ring or vibrate?

You can, however, turn off the emergency bypass for those contacts altogether and set up you other focus modes to allow those contacts to come through.
