Apple watch SE bluetooth error

My Apple watch SE are not able to find any device via bluetooth. Tried to restart the watch still unable to detect any device.

most devices such as headsets and the likes needs to be put into pairing / discovery mode in order to connect to a device it has not been connected to before how one goes about doing so differ from bluetooth device to bluetooth device
