As per this page, at the section "Information":--> https://apps.apple.com/app/pok%C3%A9mon-go/id1094591345 it says that the minimum iOS requirement is iOS 12 or later.

So the ansewer is YES, an iPad Air 1st generation can run up to iOS 12.5.5 version.
