Apple AirTag continues to say "with you" even though it's not.

Iphone 6s and IPhone 8. Tried on both phones. Apple AirTag continues to say "with you" even though I've moved it far away from me but still within bluetooth range. IOS 15. I've restarted and tried everything I read on Apple's websites and forums. It has never worked.

This is my 2nd one as the first one I bought did the EXACT same thing. I thought it was broken but was past the very quick return period so I just bought another one. I tried this on on my other phone which is an Iphone 8 and had the exact problem. Frustrated to have the same problem on 2 phones with two AirTags. Please advise how to resolve this. Thanks.
