Payment for Apple ID

I’m having trouble with my Debit Card being accepted via my Apple ID. I can’t download apps or describe to any paid apps. When it takes me to my payment method it states “payment method declined.” There is money in the account and I have been able

to use this debit card as the payment method in the past.

Possible fixes.   Fix ‘Your Payment Method Was Declined’ Error In App Store.  -
