cant download apps in the app store

I have problems with downloading apps in the app store have forced restarted my device and tried logging in and out of my apple id. also I did try resetting all of my settings but I still cant download apps. every time. I try downloading any apps the download icon just keeps spinning. my internet connecting is good I checked my browser for its speed and it loads up fast so I dont know whats the problem with my iphone xr by the way my ios is the latest version.
