The original memory on the 2013 MacPro (cylinder) Mac is described in Mac Pro (Late 2013): Installing or replacing memory - Apple Support. The memory slots support up to 64GB of memory when all four slots are full using 1866 MHz DDR3 ECC RDIMMs. If you replace with non-standard memory, you may end with macOS/Windows Booting issues.

If you are currently using less than 64GB, I suggest using the full 64GB first as specified. Macs are very sensitive about third-party memory. Samsung, Hynix and Micron work much better than other brands. You may also want to contact OWC and check if they recommend a solution to your specific issue.
