Be aware that the iPad mini1 can only be updated to iOS 9.3.5 (WiFi Only models) or iOS 9.3.6 (WiFi & Cellular models). This will affect availability of Apps that are compatible with your iPad.
Apple ended update support for the iPad mini1 in September 2016. Your iPad cannot be updated to iOS 10 or later major versions of iOS, as the internal hardware does not meet the minimum technical requirements for new versions of iOS/iPadOS. The vast majority of 3rd party apps on AppStore requires a more recent iOS version.
Most likely, your unidentified iPad, still running iOS 9, cannot support a higher iOS version because of hardware (CPU/RAM) incompatibility.
