Reset Apple ID password

I am going through the process to reset my Apple ID password and the process seems to be repeating itself when I get to the point of verifying the credit card saved to my account. It says Apple will send an email to the verified email address or to check the "iforgot.apple.com" after 24 hours for further instructions and that they will text my phone when further instructions are available. I never received the email or a text and the website seems to get me to start all over.
