I have an Apple One Family plan I share with a number of people.

How can these people access the movies that I have purchased from my Apple TV?

To share purchases (rather than subscriptions), the organizer has to activate the Purchase Sharing option for Family Sharing. Having Purchase Sharing active also means that the organizer will be billed for all Apple purchases by group members.
