I can’t turn off my location services and on.
I can only control when I download apps.

Welcome to the Apple Support Communities. There appears to be an issue turning off location services, and we'll do what we can to help.
Be sure there aren't restrictions set up and if so to turn them off: Use parental controls on your child's iPhone, iPad, and iPod touch
If there aren't any, try restarting your iPhone: Restart your iPhone
