My iTunes and AppStore got disabled how do I recover i

When I try to go into my App Store its says can’t connect to browser, I checked in my settings re App Store it appears that itunes and App Store is turned off but I didn’t turn it off, when I click on turn it on I get asked for my Apple ID and password, I put it in but it doesn’t turn on iTunes and App Store
