I have 18GB free in iCloud but my phone tells me I am out of space in iCloud

It appears you're having some issue with iCloud storage. Are you seeing you have around 18 GB of free storage in Settings > tap your name > iCloud? If not, please let us know where you are seeing that, as we want to make sure we fully understand what's going on.
