Changing Country/Region

I recently moved to the UK and I’ve been trying to change the country/region in the App Store but it keeps saying I have to spend the remaining store credit balance. My current Balance is $0.02 and I was wondering if there was any way to get rid of it?

Buy something more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
