I cannot see my backup in icloud

When I try to restore my backup, I don't see it Itunes to restore from. But its there.

iPhone 6s, iOS 13

If you're restoring from icloud backup - click on the blue link under related article.

What are the steps? I only see a very old backup in and when I check my phone, i see a most recent one. What do you mean by click the blue button?
