You can if you have an iphone 13, otherwise you'll need wifi to update over the air.

With an iPhone 12 or 13 model to use 5G to update has to be enabled by you in the phone settings. So just don’t turn the feature on if you don’t want to use it.

You can only update with a data plan if your phone is capable of using 5G. See this document --> Use 5G with your iPhone - Apple Support
