If I buy iPhone 13 in HK, and I am moving to Australia in December, will the warranty covered in Australia? Or should I buy the AppleCare in Australia website instead of Hong Kong?

Neither will work. A warranty AND AppleCare+ are only valid in the country where the phone was sold. So you would have to buy the phone in Australia if you want AppleCare+ coverage in Australia.
