I am not blaming Apple. I am suggesting. This is feedback - no good or bad or right or wrong.
For the millions of people that don't understand the complexities of networking some basic responses would be useful.
What are the most common reasons private relay doesn't work on home network? How to fix them. Are they as simple as whitelisting

I don’t know what does that with Mail. Some people see what you are experiencing. You can disable hiding your IP and you won’t be any worse off than you were before Monterey.
The same things that would block Safari might also block Mail.
Both could also be some blocking done by your Internet Service Provider. The only blocking ice ever heard of is to prevent you running a server over their residential service. I don’t see how that would affect the hiding service.
My guess would be MIMO, but UPnP could also be the cause. I don't know how secure UPnP is these days, but it was a security risk quite a long time ago. I've never needed it, so have never kept up with it's status.
MIMO might provide you with better connection and speed on your Wi-Fi network, so it might be worthwhile re-enabling to see if it is the cause. I don't have a MIMO-capable router.

Mimo was off and now I have it on. UPnP was on and now I have it off. It is working and with Speediest.net I got my normal speeds and it showed iCloud Private Relay as the provider. I don't know why any of this has made a difference but it had. Maybe its like me and caffeine in the morning. Need a bit to get going.
Are you based in the UK, or another country that has internet monitoring laws? ISPs have legal obligations to be able to provide IP addresses, DNS records and other identifiers if asked - Private Relay isn't compatible with these laws

The responsibilities from Router Documentation and Configuring falls totally on the Manufacture as that is their produce not Apple.

Suggest taking the time to read up on the issue and suggestions supplied before blaming Apple for things out of their Direct Control like Router.
Maybe it just needed to restart. Your re-configuration prompted the restart.
I don't think I've owned a router that didn't need a restart once or twice a year.
