Yes, but obviously you cannot use any Apple services without an AppleID. So no use of the iTunes Store or App Store, no use of FaceTime or iMessage, no use of Apple Pay, iCloud (so no iCloud backup option). Use of any of Apple’s offered services requires an AppleID.

But to use it as just a basic cellular telephone does not need an AppleID. Pretty expensive basic cell phone though.
