Do Not Disturb is now part of Focus on the iPhone. What kind of message are you expecting to setup? I believe the only message that was available with Do Not Disturb was the Do Not Disturb while Driving. If that is what you are referring to, see this about setting up a Driving Focus. Use the Driving Focus on your iPhone to concentrate on the road - Apple Support If there is an ability to configure a message there, you should find it.
