Many sites will not allow me to view anymore stating my safari browser needs updating. App store indicates no such thing. I am running Mac mini 10.11.16 OS X ElCapitan

Many sites will not allow me to view anymore stating my safari browser needs updating. App store indicates no such thing. I am running Mac mini 10.11.16 OS X ElCapitan
If you are running Mac OS X El Capitan, then you are running an outdated version of the OS and Safari.
Apple's support of both of those has long ended. Updates to that Safari version will not be forthcoming.
The best you can do is upgrade your Mac OS to something newer IF your Mac mini is compatible. Along with the macOS upgrade will come a newer version of Safari. If you mini is too old to run a newer macOS, then you will have to replace the Mac with a new or newer one.
Optionally, you can run a third party browser in your current OS, but that will become problematic because browser developers are beginning to drop support for such an outdated Mac OS. Check Firefox or Brave.
If you can upgrade your OS, it's recommended to upgrade to the most recent version that your Mac can run.
❗️ Do NOT upgrade until you have made a Time Machine or other backup of your startup drive.

The macOS version you can upgrade to depends on the year your Mac was released.
Click the (Apple) menu at the top of your screen and choose About This Mac.

✅ - IF your Mac and apps are compatible, then using Safari only, download the macOS upgrade installer app:
Click > High Sierra, Mojave, Catalina, Big Sur or Monterey.
Once downloaded, double-click the “Install macOS [version]” app in the Applications folder to begin the upgrade.
