Disable of "Load remote content in messages" missing in Monterey

I updated to Monterey... And mail is now loading remote content instead of displaying a button. Which is pretty annoying.

Worse, the option to disable this appears to have gone missing from the settings. e.g.

Where has the option moved to? And why did some wit decide to re-enable it without asking me?
