iPhone 6s Plus & IOS15.1 - keeps auto-signing me in after signing out

The noted iPhone and IOS keeps signing me back in after I sign out. I'm also receiving a "Start Using iCloud" notice along with it and clicking "not now" doesn't prevent it from popping up again almost immediately along with the auto-sign in issue occurring. Never had this issue prior to the latest IOS that I'm aware of.

Needless to say it's a bit aggravating to be continually harassed by these bugs. Any support in resolving them would be greatly appreciated. Thank you.

Try a restart.

Restart your iPhone, iPad, or iPod touch *

Try a forced restart.

Reset Device. -

If necessary

Hard reset. -

Do a backup and try a factory reset. Then restore from your backup.

Restore to Factory setting. *

Restore - If you see an error when you update or restore your iPhone, iPad, or iPod. *

Backup - Restore your device from an iCloud or iTunes backup. *

My apology for not mentioning that I did/tried all of that except for the final backup/restore option before posing this. That always makes me a bit nervous, but if that's the only other option then no choice I suppose.
