How can I be sure my phone is "wiped"

I purchased a new iPhone and followed all the instructions to transfer settings and data — the new phone's appearance is just the same as the old.

I then followed the instructions to delete data and settings from my old phone. Now when I turn it on I get a "Hello" screen, then "Select Your Country ...", then "Choose a Wi-Fi Network", etc.

IS THIS HOW A WIPED PHONE WOULD ACT ?

You have transferred the data to your new iPhone successfully from your description.

You have also successfully wiped your iPhone clean and that is based on the "Hello" screen.

You are good to go.

Forgot to add an important step, which you may have already done.

Go into your Apple ID account and remove the wiped device from your list. Leaving it will cause a problem if too many subsequent owners don't complete that step. I think it's after five IDs have been left in limbo like that, the sixth owner will get a message that no more accounts can be associated with the device.
