Can I install earlier Mac OS versions (to use Target Display)

I want to use my iMac (late 2013) as a Target display for my new Mac Mini, however to use Large display, both of them need to have earlier versions of MacOS.

The iMac currently has Catalina but needs to have High Sierra or earlier.

The Mac Mini has Big Sur but needs to have Catalina or earlier.

Can I install earlier versions on both?

Is there any negative effects by installing earlier versions?

No that will not work, because the new M1 Mac Mini can't not use your 2013 iMac as a display.

carefully read the requirements for Target Display Mode > https://support.apple.com/en-us/HT204592

You will need to get and use an aftermarket display for your new Mac Mini.
