why can't I download iTunes on my Mac book air?

My grandson disabled my iPad and my son bought a Mac book air so we could disable it and its not allowing him to download iTunes

If the computer is running Catalina or newer, restore the iPad in the Finder.

If the computer is running Mojave, use the bundled copy of iTunes.

If the computer is running an earlier OS, describe what happens when you try to get iTunes, or restore it from a backup.
