Enhanced Dictation in Monterey?

The option to activate Enhanced Dictation is disappeared in Monterey. Where can I find it?

Additional question. Does activating Siri improve dictation in any way?

According to this document: Use Voice Control on your Mac - Apple Support, Enhanced Dictation has been superseded by the Siri speech-recognition engine.
