Hello. I live in Turkey and I am planing to buy a macbook pro 14 inch. I need my keyboard layout to be International English butbit is not in my options. How can you helo me with this issue?

I think in the end you will have to travel to a country where they do sell the keyboard you want, have a friend in such a country send you one, or buy from a non-Apple source.
Apple stores do not ship outside their own country.
